........Answer: Jesse, because he is the leeward of the two overlapped boats. Rule 18, however, limits what the r-o-w (leeward) boat can do here. Being overlapped on the inside, Izak is entitled to enough room to make a seamanlike rounding. If Inside screws up the rounding (e.g. no board down, mainsail not pulled in reasonably quickly, steering too wide of the mark at any time, etc.) such that Outside is forced to give excess room to avoid a collision, Inside is at fault. |
